Jutsu in General

Recently, it has been brought to my attention that many characters have been creating jutsu on the fly tom prevent themselves from being effected by techniques or hit by a jutsu whatever. Also, some characters have jutsu that aren't continuous with their character list example
Character:Water manipulator
Jutsu List:
Portal Jutsu: Can create portals of dark energy anywhere I want
Sunspot jutsu: Can create electrical impulses with the radioactive power of the sun.
For these reasons I am making 2 new rules
1. All jutsu have to be acquired through an event, skill set, of training except in very special cases .
1b. Jutsu have to coincide with skill set meaning if you are a earth user who's chakra nature is earth and fire dont have a list full of water moves.
2.Jutsu of anbu and lower except the ones you start out with have to be cleared with high ranking member of village meaning Kama,Aida,X,Myself,L.L.,Hisoka,and Jace
